MANILA, Philippines (AP) – Rescuers in the Philippines may bore a hole in a ferry capsized by a deadly typhoon in a desperate attempt to find survivors among more than 800 missing passengers and crew, an official said Monday.

A group of 28 ferry passengers and crew washed ashore after drifting at sea for more than a day from the site where their ship was capsized and left most of the hundreds aboard missing and presumed dead, officials said

Metro Manila and neighboring provinces are now under public storm warning Signal Number 3 as typhoon Frank (international codename Fengshen) agaisn changed course and is now barreling its way towards southern Luzon, the Philippine Atmospheric, Geophysical and Astronomical Services (PAGASA) said Saturday evening. In an emergency press conference at the National Disaster Coordinating Council at around 10:30 p.m. Saturday, PAGASA said the typhoon shifted its course and is now moving in a more northerly direction.

temblor with a magnitude of 7.2 hit southern Iwate Prefecture at around 8:43 a.m. Saturday, leaving at least five people confirmed dead, 14 missing and more than 150 others injured as of 9 p.m.

The earthquake was focused about 10 kilometers underground, the Japan Meteorological Agency said.

It registered an upper 6 on the Japanese seismic intensity scale of 7 in Oshu, Iwate Prefecture, and in Kurihara, Miyagi Prefecture. It was also felt in Tokyo, where it registered a 3 on the intensity scale.

The freak thunderstorm early Saturday morning in Samoa created alot of damage to the power systems around the country. The thunderstorm damaged some expensive transformers around Apia. Alot of traffic lights along beach road were also damaged.

The unabated mudflow in the East Java regency of Sidoarjo is a gross human rights violation committed by the state, a commission has concluded.

The National Commission on Human Rights said the state continued to neglect the rights of 12,000 families made landless and homeless, their children unable to continue their education, since the disaster began on May 29, 2006.

“We have concluded, after a long investigation, that serious human rights violations have occurred against thousands of people for the last two years in the Lapindo mudflow,” Kabul Supriadi, who headed the commission’s investigation team for the mudflow, said Wednesday during a media conference held to mark the two-year anniversary of the disaster.

‘Barrier lake’ in China threatens up to 1.2 million in earthquake zone

MIANYANG, CHINA — The Chinese government warned today that as many 1.2 million residents may have to be evacuated because they could be inundated by a swelling “barrier lake” formed by the May 12 earthquake.

The notice was issued hours after a Russian helicopter transported heavy machines over mountains in the northern part of Sichuan province, and hundreds of Chinese soldiers carried in 10 tons of dynamite, to contend with the barrier lake at Tangjiashan, about 2 miles upstream from the town of Beichuan.
